昨日上午10时，北京100个市级部门齐刷刷地在网上“晒”出今年的预算，向社会公示的预算总额约1000亿元。其中，今年北京市气象局将投入2000万元用于人工消减雾霾项目。

Beijing has allocated 20 million yuan ($3.23 million) for weather modification aimed at smog reduction this year in the annual budget released by the capital's meteorological bureau on Monday.
北京市气象局周一公布了2014年度预算，将投入2000万元用于旨在消减雾霾的人工影响天气项目。

【讲解】

weather modification是人工影响天气；smog reduction是消减雾霾；annual budget是年度预算。
这是人工消霾首次作为单独项目列入预算（be listed in the budget），预算资金主要用于人工消霾试验（smog-reduction experiments）、仪器采购（the purchase of relevant equipment）等方面。通过开展人工消减雾霾科学试验，北京将加强环境气象监测（meteorological monitoring）预报预警工作，为大气污染防治提供气象科学依据。
中国气象局发布的文件中指南出，2015年全国各地气象部门将形成人工改善空气质量（improve air quality）作业能力，在重污染天气条件下，能够采取可行的气象干预措施（weather intervention measures）消减雾霾。
多年来，中国一直用人工降雨（artificial rainfall）的方法来净化空气（clear the sky）。
中国气象局一名天气控制专家（weather manipulation expert）表示，人工降雨是减少空气污染（reduce air pollution）的相对有效的方式（a relatively effective way），但是目前仍在实验阶段（experimental phase）。
