中国3千万名事业单位职工将于明天告诉“铁饭碗”，开始实行合同制雇佣关系，其中包括与企业员工相同的养老金制度。

【讲解】

public institutions是事业单位；iron bowl是指饭碗；bid farewell to是与某人告别；pension system是养老金制度。
事业单位（Institutional Organization），是指国家为了社会公益目的，由国家机关举办或者其他组织利用国有资产举办的，从事教育、科技、文化、卫生等活动的社会服务组织（social service organizations）。事业单位职工享有终身制（life tenure）雇佣。
而即将于明天开始实施（take effect）的《事业单位人事管理条例》（Regulation on Personnel Management for China's Public Institutions）打破了“铁饭碗”制度，条例实施后最大的转变是将事业单位与职工确定为（be defined as）“合同（contractual）关系”，下狠招打破终身制，实现人员能进能出。
条例规定，事业单位与工作人员订立的聘用（employment）合同，期限（time length）一般不低于三年。事业单位工作人员连续（consecutive）旷工（absent from work）超过15个工作日（working days），或者一年内累计旷工超过30个工作日的，事业单位可以解除聘用合同（terminate the employment contract）。事业单位工作人员年度考核（annual assessment）不合格（does not show enough competence）、且不同意调整工作岗位（reluctant to switch their post of duty）；或者连续两年（two consecutive years）年度考核不合格的，事业单位提前30天书面通知，可以解除聘用合同。
由于事业单位和职工的关系为合同关系（contract-based），因此条例还要求事业单位员工参加社会养老保险（join the pension system）。
