澳门富商吴立胜行贿联合国官员罪名成立

A US court has convicted a Chinese billionaire of bribing two senior UN diplomats to help him gain backing for a conference centre in Macau, a case that highlights the trading of cash for influence at the international body.

美国一家法院认定一名中国亿万富豪有罪,罪名是向两名资深联合国(UN)外交官提供贿赂,以换取对方支持他在澳门兴建一座会议中心。该案凸显了这个国际机构中以金钱换取影响力现象的存在。

Ng Lap Seng, 69, faces a possible prison sentence of more than 60 years after a federal court in New York City convicted him of six charges including bribery, money-laundering and corruption.

纽约市一家联邦法院认定现年69岁的吴立胜(Ng Lap Seng)被指控的六项罪名(包括行贿、洗钱和腐败)成立,他可能被判处逾60年的监禁。

Prosecutors said the bribes went to former UN General Assembly president and Antiguan diplomat John Ashe, who in 2012 introduced a document at the UN in support of Mr Ng’s real estate project.

检方表示,收受贿赂的是联合国大会(UN General Assembly)前主席、安提瓜外交官约翰?阿什(John Ashe)。2012年,此人在联合国引入了一份文档,支持吴立胜的地产项目。

Mr Ashe was charged in 2015 with taking $1.2m in bribes from Mr Ng, but months later was found dead in his home from injuries suffered when a barbell he was lifting from a bench dropped on his neck.

2015年,阿什被指控收受吴立胜120万美元的贿赂。但几个月后,他被发现死在家里,死因是长椅上举起杠铃时,杠铃砸到脖子上造成的重伤。

Prosecutors accused Mr Ng of paying bribes to gain UN endorsement for a project in the Chinese territory of Macau that he billed as the “Geneva of Asia”. The project, set to include a conference centre, shopping facilities and real estate developments, was never built.

检方指控吴立胜为获得联合国对他在澳门的一个项目的支持而行贿。他把该项目称为“亚洲日内瓦”。该项目原计划包括一个会议中心、购物场所和地产开发,始终没有开工建设。

Francis Lorenzo, a former deputy ambassador to the UN from the Dominican Republic, pleaded guilty this year to funnelling money from Mr Ng to Mr Ashe, telling jurors that the bribery scheme ran for five years beginning in 2010.

今年,多米尼加共和国前驻联合国副大使弗朗西斯?洛伦佐(Francis Lorenzo)承认有罪,罪名是把吴立胜的贿金转给阿什。当时他告诉陪审员,贿赂始于2010年,延续了5年。

Mr Lorenzo said Mr Ng paid him up to $30,000 a month with instructions to ensure that the Chinese tycoon’s construction company was named by the UN as the builder of the Macau centre.

Mr Ng’s lawyers said the Macau project would have been home to the South-South Expo, a forum for developing nations, adding that the Macau plan was “philanthropic” and in line with public-private partnerships often undertaken by the UN.

吴立胜的律师表示,澳门项目原本打算作为南南合作博览会(South-South Expo)的会址。他们补充说,澳门方案是“慈善性质的”,符合联合国经常采取的公私合营模式。

Mr Ng was unemotional when the verdict was delivered, according to the Associated Press. His lawyers have vowed to appeal.

Because authorities judge him to be at risk of fleeing the US, Mr Ng, who was previously bailed for $50m, will be held under effective house arrest in a luxury Manhattan apartment ahead of sentencing.

由于当局觉得他有可能逃离美国,之前以5000万美元获得保释的吴立胜,将被软禁在曼哈顿的一座豪华公寓中,直至法院做出判决。
