社会保险费率5月起下调 生育险与医保合并实施

The Ministry of Human Resources and Social Security and the Ministry of Finance have jointly issued a notice on cutting social security premiums in the latest move to reduce enterprises' burdens.

中国人力资源社会保障部和财政部近日联合发布关于降低社会保险费率的通知,这是减轻企业负担的最新举措。

According to the notice, effective May 1, employers' contribution rate to the pension fund will be cut to 19-20%, depending on conditions.

根据通知,5月1日起,企业职工基本养老保险单位缴费比例将根据实际情况降至19%-20%。

In places where the employers' contribution to the pension fund is over 20 percent of the payroll, the rate will be lowered to 20 percent. In places where the employer's contribution is already 20 percent, the rate can be lowered to 19 percent in the next two years, provided the total balance of pension fund in the region is enough for nine-month payouts.

对于企业职工基本养老保险单位缴费比例超过20%的地区,其单位缴费比例降至20%。对于那些单位缴费比例已经为20%、且2015年底企业职工基本养老保险基金累计结余可支付月数高于9个月的地区,可以在接下来的两年内将缴费比例降低至19%。

The requirement for the rate of unemployment insurance payment, which was cut from 3% to 2% of the payroll last year, will be further reduced to 1-1.5%, with individuals' contribution capped by 0.5%.

失业保险总费率在2015年已由3%降至2%的基础上,将再降至1%-1.5%,其中个人费率不超过0.5%。

The average contributions to work injuries and childbirth insurances remains unchanged following respective cuts of 0.25 and 0.5 percentage points last year. However, the two categories will be combined pending future regulations by the State Council, the notice said.

至于工伤和生育保险的平均费率,仍然按照去年的规定保持不变。去年这两项分别削减了0.25和0.5个百分点。不过公告上指出,待国务院制定出台相关规定后,这两类将有可能被合并。

Different provinces, autonomous regions and municipalities are required to roll out specific plans accordingly. In response to the central government's earlier call to reduce the burden on businesses, 12 provinces and municipalities had cut social security payment requirements for employers and employees as of end-March.

各个省、自治区、直辖市需要制定出相应的细则。为响应中央政府先前的政策以减轻企业的负担,3月底,已经有12个省份、直辖市对企业和员工的社保缴费进行了下调。
