国家卫计委称我国明令禁止代孕行为

China will continue to crack down on the practice of surrogacy, banning medical institutions and professionals from performing surrogate techniques of any kind, the National Health and Family Planning Commission said.

国家卫生计生委日前表示，我国明令禁止医疗机构和医务人员实施任何形式的代孕技术，将继续打击代孕行为。

The announcement follows discussions on whether to allow surrogacy in China to facilitate the second-child policy.

此前，人们曾就我国是否应开放代孕以推进二孩政策的问题展开讨论。

Many older Chinese couples want to have a second child after the family planning policy was loosened.

国家放宽计划生育政策后，国内许多年龄较大的夫妇想要二孩。

"Surrogacy is a complex matter involving legal, ethical and social issues," Mao Qun'an, spokesman for the commission, said.

卫计委发言人毛群安表示：“代孕涉及法律、伦理、社会问题，比较复杂。”

"We will continue to severely punish surrogacy violations and ensure that people have access to safe, regulated and effective assisted reproductive technology services," he added.

他还表示：“我们将继续严惩代孕违法违规行为，保障群众获得安全、规范、有效的辅助生殖技术服务。”

A document on assisted reproductive technology issued by the health authority in 2001 bans surrogate techniques.

卫生部门于2001年发布的一份关于辅助生殖技术文件，就明令禁止了代孕技术。
