【背景】

近日，江苏省无锡市新吴区人民检察院办理的一起校外培训机构辅导老师猥亵儿童案件一审宣判。法院判处被告人官某某有期徒刑5年，自刑罚执行完毕之日起5年内，禁止其从事与未成年人密切相关的职业。这是无锡市发出的首份“从业禁止令”。

A teacher charged with molesting children was sentenced to five years and banned from working near juveniles for five years after serving his prison term by a court in Wuxi's Xinwu district, East China's Jiangsu province, China Youth Daily reported.

据《中国青年报》报道，中国东部省份江苏省无锡市新吴区人民检察院对老师猥亵儿童进行宣判，判处涉事老师有期徒刑5年，自刑罚执行完毕之日起5年内，禁止其从事与未成年人密切相关的职业。

这是无锡市发出的首份“从业禁止令（ban）”。
在发生于2018年11月的此案中，犯罪嫌疑人（suspect）官某某利用（take advantage of）在校外培训机构（afterschool institution）担任书画（calligraphy and painting）辅导老师的特殊身份，对多名幼女（underage girls）实施猥亵（sexually molested），严重侵犯了未成年人的人身权益和身心健康（severely affecting their physical and mental health and infringing their basic human rights）。
新吴区自2019年4月出台《关于建立防范性侵害未成年人犯罪入职查询工作协作机制的暂行办法》，要求具有密切接触未成年人工作便利的相关单位（kids-related institutions）在招录前应当到公安机关（public security department）申请查询，不得录用曾实施性侵害未成年人犯罪的人员（sexual offenders）。
在办理此案过程中，新吴区人民检察院梳理案件相关视频资料，认定官某某系在公共场所当众猥亵儿童（molested the children in public），应当予以从重处罚，建议法院对官某某处以5年以上刑期（five years in prison）及禁止从业5年（a five-year work ban），法院采纳了这些意见（agreed with the suggestion）。
新吴区人民检察院负责人说：“孩子需要全社会的关爱和呵护，别让孩子的伤成为社会的痛。对于性侵儿童这样的罪恶行为（crimes of sexual assault against children），必须“零容忍”（zero tolerance），严惩不贷。预防和惩治（prevention and punishment）性侵，事关千千万万家庭，事关未成年人的健康成长（healthy growth of minors），事关法治中国建设和整个社会的和谐安宁（the harmony and tranquility of society as a whole）。”
